Daniel Dumas, Managing Director 

Daniel has been working most of his career assisting countries managing their energy and resources sectors. This includes:  

Natural resources governance: With over 25 years of experience in the energy and natural resources sectors, Daniel has assisted over 20 countries addressing resources and energy sectors issues.  Formerly the Executive Director of the Canadian International Resources & Development Institute (CIRDI), Daniel was for over seven years the Head of the Economic & Legal Section (ELS) of the Commonwealth Secretariat.  The Section’s work focused on policy, legal, fiscal and commercial issues related to member countries development and governance of their extractive sector  He also worked for the International Monetary Fund‘s Natural Resources Wealth Topical Trust Fund

Resources & Energy Markets: For a number of years, he was Director at the World Energy Council, where he worked on energy market liberalization, energy regulations, pricing energy in developing countries and in energy trading mechanisms.

Project Development & project finance: Daniel also worked on projects development, project finance and valuation in various countries such as Kazakhstan, Kyrgyzstan, Costa Rica and the USA.    He was the lead economist in the development and negotiations of an independent production program, which included wind-power, hydropower, biogas and cogeneration projects.

Training & Capacity-Building: Daniel also excel in capacity-building. He developed and taught a number of graduate courses related to Energy and Finance. These courses were given either for HEC Montreal (MBA program and as part of executive programs in Africa and Asia). Courses included “Energy – Worldwide Perspectives”, “Restructuring the energy sector”, as well as “Energy Projects Analysis & Financing”.  Daniel also gave various seminars on resources governance and is a frequent presenter on international forums.

Extensive network:  Throughout the years, Daniel has collaborated with most organizations active in the field, the International Energy Agency, the World Bank, the International Council for Mining & Metals, NRGI, IISD, the IMF, the World Energy Council, the Commonwealth Secretariat, UNDP, in addition of performing mandates for a number of private organizations.

With his track-record of delivering high-quality Daniel’s role can be to provide high-level strategic input, address governance issues and assist in developing detailed frameworks and in capacity-building.
